Mrs. Limsan Pong is a pioneering figure in Cambodia’s digital health transformation, with over two decades of experience in technology and innovation. As the Founder and CEO of Pethyoeung Healthtech Co., Ltd., she has led the development of Cambodia’s first cloud-based hospital management system, empowering healthcare providers with digital tools to enhance service delivery and patient care.

Her career spans numerous high-impact projects in collaboration with Cambodian ministries and international organizations, where she has consistently championed the integration of technology into public health infrastructure. In 2013, she founded First Womentech Asia, a platform that laid the groundwork for the launch of the Pethyoeung system in 2017.

Under her leadership, Pethyoeung has grown into a vital digital health ecosystem, serving millions of patients and tens of thousands of healthcare providers. The platform has been instrumental in initiatives such as the Smart Green Hospital Network, funded by the U.S. Department of State, and has partnered with organizations like the United Nations Development Programme (UNDP) and Wing Bank to expand digital healthcare access and payment solutions.

Mrs. Pong’s vision is rooted in democratizing healthcare through innovation—ensuring that every individual, regardless of location or income, can access high-quality, affordable medical services. Her work continues to inspire a new generation of healthtech leaders across Southeast Asia.

Building on this momentum, Mrs. Pong is now leading Pethyoeung’s strategic expansion into the United States. With a focus on underserved communities and digital health equity, the company is bringing its proven technology and inclusive healthcare model to new markets, starting with key partnerships and pilot programs across the U.S. This move marks a bold step in Pethyoeung’s mission to make healthcare smarter, more accessible, and globally connected.

Mr. Socheat Bin brings over 15 years of experience in private enterprise, media, and social development to his role as Co-Founder and Business Operations Advisor at Pethyoeung Healthtech Co., Ltd. With a strong background in business strategy and communications, he plays a pivotal role in shaping the operational direction and growth of the company’s digital health platforms.

At Pethyoeung, Mr. Bin is responsible for overseeing the business development of all platform services, ensuring that the company’s innovative solutions align with market needs and stakeholder expectations. His leadership has been instrumental in expanding Pethyoeung’s reach across Cambodia’s healthcare ecosystem, helping to onboard thousands of providers and millions of patients into a unified digital infrastructure.

In addition to his operational role, Mr. Bin is a key figure in the company’s strategic planning and public engagement. He regularly contributes to organizational leadership training and represents Pethyoeung in national and regional forums focused on digital transformation in healthcare.

As Pethyoeung expands into the United States, Mr. Bin is actively involved in building partnerships and adapting the company’s proven models to meet the needs of U.S. healthcare providers and communities.
